About OCE/OCE Staff
The Office of Compliance and Ethics (OCE) coordinates and manages the Institutional Compliance and Ethics Program by emphasizing essential compliance program functions in a way that is tailored to Georgetown’s unique culture, organizational structure, and characteristics. OCE distributes, and provides training on, the University’s Code of Ethical Conduct, operates the Compliance Helpline (Georgetown’s reporting hotline), manages the Protection of Minors Policy, is a key contributor to the University’s enterprise risk management (ERM) system, and provides leadership, advice and assistance on a range of matters.

As Georgetown’s Chief Compliance Officer and Associate Vice President for Compliance and Ethics, Jennifer leads the Office of Compliance and Ethics (OCE), which oversees, coordinates and manages University compliance activities, including the Code of Ethical Conduct, Compliance Helpline, Protection of Minors Policy, education regarding compliance obligations and promoting ethical behavior, and provides advice and assistance on a range of other compliance matters.
Prior to joining Georgetown in July 2026, Jennifer served as the Chief Compliance and Privacy Officer at Florida International University, where she was responsible for providing oversight of FIU’s institutional compliance program. Jennifer previously worked at the University of Scranton as Executive Director of the Office of Equity and Diversity, providing strategic direction and oversight of the university’s enterprise-wide discrimination, harassment, and equal opportunity policies, procedures, training and educational programs. Prior to Jennifer’s move to higher education, she worked in law firms as a practicing attorney advising clients on a wide range of employment and education law issues. Jennifer received her Bachelor of Science degree in Communications from Ithaca College and her law degree from The Catholic University of America.

Anne Koester

Anne Koester joined the Office of Compliance & Ethics in October of 2012, after serving as Director of Off-Campus Student Life in the Division of Student Affairs. She is a native of Ohio, where she attended Bowling Green State University (BS, Education) and the University of Toledo College of Law (Doctor of Jurisprudence). She practiced as a trial lawyer in Toledo for ten years, primarily in the areas of products liability and complex tort litigation, before deciding to pursue theology studies at St. John’s University (MA, Theology), Collegeville, MN. Anne is an adjunct member of the Theology Department at Georgetown University, teaching courses in the areas of Catholic worship and Christian initiation.
